Notice of Public Hearing

 

PROPOSED SPECIAL ASSESSMENT FOR:
MAINTENANCE IMPROVEMENT NOS. M-08 & G-08
ROADWAY IMPROVEMENT NOS. BA-331, BA-336, BA-337, BA-338 & BA-340

Notice is hereby given that the Edina City Council will meet at the City Hall at 4801 W. 50th St., Edina, MN on Oct. 7, 2008, at 7 p.m. to hear, consider and pass upon all objections both oral and written, to proposed special assessments for the following improvements:
 


MAINTENANCE IMPROVEMENT NO. M-08 50TH STREET AND FRANCE AVENUE BUSINESS DISTRICT.

The area proposed to be assessed for said improvement is as follows:

All parcels contained within the 50th Street and France Business District.

TOTAL AMOUNT OF PROPOSED ASSESSMENT IS: $ 203,504.44



MAINTENANCE IMPROVEMENT NO. G-08 GRANDVIEW BUSINESS DISTRICT.

The area proposed to be assessed for said improvement is as follows:

All parcels contained within the Grandview Business District.

TOTAL AMOUNT OF PROPOSED ASSESSMENT IS: $ 12,670.05

 

ROADWAY IMPROVEMENT BA-331 CONCORD AVENUE IMPROVEMENT FROM SOUTH VIEW LANE TO VALLEY VIEW ROAD.

The area proposed to be assessed for said improvement is as follows:

All properties from 5619 to 5900 Concord Avenue; 4630 Concord Terrace; 5701 Normandale Road; 4628     and 4700 Valley View Road; 4629 Woodland Road West; 4810 59th Street West; and 4701 60th Street West.

TOTAL AMOUNT OF PROPOSED ASSESSMENT IS: $ 250,277.45



ROADWAY IMPROVEMENT NO. BA-336 WEST 70TH STREET FROM FRANCE AVENUE TO YORK AVENUE.

The area proposed to be assessed for said improvement is as follows:

All properties from 3460 and 3501 West 70th Street; 7001 and 7025 France Avenue; and 7000 York Avenue.

TOTAL AMOUNT OF PROPOSED ASSESSMENT IS: $ 843,666.80



ROADWAY IMPROVEMENT NO. BA-337 WOODHILL NEIGHBORHOOD.

The area proposed to be assessed for said improvement is as follows:

All properties from 4809 West 66th Street; 4700 West 70th Street; 4528 Balfanz Road; 6604 to 6816 Brittany Road; 4700 to 4821 Dunberry Lane; 4529 Laguna Drive; 6901 Normandale Road; 4804 to 4821 Roycar Road; 6609 to 6720 Southcrest Drive; 4701 to 4820 Upper Terrace; 6600 to 6913 West Shore Drive; and 4700 to 4817 Wilford Way.

TOTAL AMOUNT OF PROPOSED ASSESSMENT IS: $ 1,480,508.45



ROADWAY IMPROVEMENT NO. BA-338 SOUTHDALE FIRST ADDITION NEIGHBORHOOD.

The area proposed to be assessed for said improvement is as follows:

All properties from 4201 West 66th Street; 4224 and 4300 West 70th Street; 4305 to 6945 Cornelia Drive; 6900 to 6932 Dawson Lane; 4201 to 4301 Dunberry Lane; 6900 to 6948 Hillcrest Lane; and 6604 to 6953 Southdale Road.

TOTAL AMOUNT OF PROPOSED ASSESSMENT IS: $ 1,334,629.77



ROADWAY IMPROVEMENT NO. BA-340 TODD PARK NEIGHBORHOOD.

The area proposed to be assessed for said improvement is as follows:

All properties from 4428 to 4532 Brookside Avenue; 5340 to 5345 Division Street; 5348 to 5319 Hollywood Road; 5340 to 520 Interlachen Blvd; 4440 to 4545 Oxford Avenue; 4500 to 4545 Parkside Lane; 4417 to 5510 Rutledge Avenue; 4416 to 4821 Vandervork Avenue; 5201 to 5209 West 48th Street.

TOTAL AMOUNT OF PROPOSED ASSESSMENT IS: $ 1,056,933.67



These proposed assessment rolls are now on file in the office of the City Clerk and are open to public inspection.

APPEAL
Any owner may appeal the assessment to the District Court pursuant to Minnesota Statutes 429.081, by serving notice of the appeal upon the Mayor or Clerk of the City of Edina within thirty (30) days after adoption of the assessment by the City Council, and by filing such notice with the District Court within ten (10) days after service upon the Mayor or Clerk. However, no appeal may be taken as to an assessment unless a written objection signed by the affected property owner is filed with the Clerk of the City of Edina prior to the hearing or presented to the presiding officer at the hearing.

DEFERRAL ON HOMESTEADS OWNED BY PERSONS 65 YEARS OF AGE OR OLDER
Under provisions of Minnesota Statutes Section 435.193 to 435.195 the City may, at its discretion, defer the payment of assessments for any homestead property owned by a person 65 years of age or older for whom it would be a hardship to make the payments. The procedures to apply for such deferment are available from the Assessor’s office. Deferment applications must be filed with the Assessor’s office by November 15, 2008.
