The Edina City Council appointed a Massing Task Force to study single-family home tear-downs and rebuilds
and construction of large additions to existing homes in established
Edina neighborhoods. The taskforce, led by former Mayor Dennis Maetzold,
was assigned to examine the issue with the assistance of Hay Dobbs, a
local urban design and planning consultant. Hay Dobbs
examined the regulatory policies and responses of communities
experiencing a similar phenomenon across the United States, including
Dallas and Atlanta.
